Neither the driver nor the passenger can lead an animal while the vehicle is being driven, including a bicycle. Animal or passenger on lapĪ driver must not drive with an animal or passenger on their lap. You must not drive with a person or people in or on a trailer, including a caravan. This means passengers cannot travel in the back of a utility or panel van. You must not drive with a person or people in or on a part of a vehicle primarily designed for the carriage of goods.
